Context / MAJOR TRANSITION

The evolution of the world is driven by conjunctural events, such as conflicts, political regime changes, financial crises… and by structural factors, such as demography, cultural traits, technology and scientific discoveries. What concerns the Royal Institute for Strategic Studies (IRES) is the world in the making, this special moment when everything can either continue unchanged or be profoundly transformed.

The global landscape, which is changing and composite, can be deciphered with the help of a reading grid. The IRES grid aims to highlight the new elements that may constitute for Morocco a threat to be avoided, an opportunity to be seized or a breakthrough to be anticipated.

Indeed, the current global context is characterized by an acceleration in the pace of geopolitical, economic, social and environmental transformations. Some of these changes are the result of natural evolution; others are a rupture with the world order that characterized the 20th century:

    • A questioning of the system of global governance.
    • A progressive decentering of the world’s center of gravity.
    • The emergence of a zero-polar world.
    • A digital revolution.
    • The need for increased empathy.
    • A growing certainty regarding the extent of the consequences of climate change.

The strategic analysis of the evolution of the global context enables to think about the Morocco of tomorrow, as embodied by the objectives set by His Majesty King Mohammed VI. The path to these goals is paved with both risks and new potentialities that must be anticipated to secure the country’s comprehensive development trajectory. The capacity to anticipate is therefore crucial in order to raise awareness, warn and propose courses of action in an increasingly uncertain world.

The approach adopted in this synthesis exercise is based on the conception, on the one hand, that internal and external policies constitute a coherent and articulated whole and, on the other hand, that Morocco is at the heart of the world, experiencing its evolutions but also interacting with it.

It is this Morocco, positioned in the world and interacting with it, that this strategic report describes, under the guidance of the High Royal Orientations.
