- Paris Book Festival 2025: IRES Shares Its Strategic Vision of the Planetary Ocean

From April 11 to 13, 2025, the Paris Book Festival honored the Kingdom of Morocco, highlighting the depth and vitality of Moroccan-French relations. On this occasion, the Royal Institute for Strategic Studies (IRES) exhibited its flagship publications at the Morocco Pavilion, which attracted great interest from visitors, particularly marked by the visit of the President of the French Republic, Mr. Emmanuel Macron.
Within this framework, a conference was led by Mr. Mohammed Tawfik Mouline, Director General of IRES, and Professor Naima Hamoumi, an expert in oceanography and associate researcher at the Institute. The speakers presented the main conclusions of the IRES strategic report on the Planetary Ocean, emphasizing Morocco’s strong commitment to sustainable, inclusive, and science-based ocean governance.
Particular focus was given to the Royal Initiative for Atlantic Africa, promoted by His Majesty King Mohammed VI, May God Assist Him. This ambitious initiative aims to establish the African Atlantic space as a hub of economic integration and regional and international influence, thereby contributing to the opening-up of Sahel countries and the development of Atlantic coastal states.
The event attracted a large and diverse audience, illustrating the growing interest in the strategic issues surrounding the future of the Planetary Ocean and the need for stronger cooperation in addressing global challenges.
