  • Communication from the Director General of IRES at the Spanish Diplomatic Academy on the European Neighborhood policy.

After presenting the common challenges and issues faced by the Euro-Mediterranean countries , Mr Tawfik MOULINE, Director General of the Royal Institute for Strategic Studies, highlighted to the Spanish Diplomatic Academy the strengths and the shortcomings of the European Neighborhood policy. He suggested to place this policy in the framework of a civilizational project, shared by all the relevant countries and which would allow :

  • to strengthen the multidimensional nature of the neighborhood policy in order to base it on strong guiding principles,
  • to meet the challenge of global competitiveness and hence sustainable development,
  • design and implement a human oriented migration policy
  • to establish a single framework that would be the mechanism of the security policy
  • jointly invest in areas of common interest such as Africa and the Atlantic area
