A delegation from the Institut Royal des Etudes Stratégiques took part in the proceedings of the second edition of the “Rencontres Stratégiques de la Méditerranée”, held on November 9 and 10, 2023, in Toulon. The event was organized by the Fondation méditerranéenne d'études stratégiques in collaboration with the Fondation pour la recherche stratégique.

Mohammed Tawfik MOULINE, Director General of the IRES, delivered a presentation during the round table on "Strategic challenges in the Maghreb, Mediterranean, and Europe." He emphasized the significant geopolitical, security, and strategic challenges confronting the Mediterranean, underscoring some of the disparities between the southern and northern shores and Morocco's efforts to address these challenges. Mr. MOULINE also proposed strategic initiatives to address geopolitical, security, climate, and economic challenges, as well as those related to food security, the energy transition, and migration. These proposals were presented within the context of a revitalized partnership among Mediterranean countries, emphasizing political cooperation over technical collaboration, a long-term vision rather than a short-term approach, mutual understanding between peoples, and investment in life sectors and the industries of the future.

In addition to these discussions, exchanges occurred with the leaders of both foundations, the heads of the French and Moroccan navies, and senior representatives of the French National Assembly's Defense Committee.
